"Its [UNRWA] farcical refugee registration system, perhaps to justify its continued existence, has seen the number of refugees exploding from an original 750,000, to 5.9 million.""The country with the highest concentration of registered refugees is Jordan, at 2 million people, where UNRWA also has its headquarters. Almost all of them are Jordanian citizens, but are nonetheless still considered refugees.""Understanding how irrational this is, UNRWA takes care to note that it 'does not afford refugee status under the 1941 Geneva Convention, but provides services and assistance based on a definition that sets out eligibility for receipt of such services'. In other words, it has created its own definition of a refugee to suit its purposes."Danielle Kubes, National Post
The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has much to answer for. For one thing there is no refugee group that exists anywhere on this globe recognized as both citizens of a sovereign country and refugees at one and the same time. In no other refugee groups are the children of the citizens able to formally inherit their parents' refugee status. The United Nations High Commissioner for Refugees administers the affairs of all other refugee groups that receive assistance and aid from the United Nations. Palestinians alone and singularly have their very own dedicated UN agency.
UNRWA serves to perpetuate the myth that Palestinians suffered a unique injustice which leaves them with the right to return to their former homes. A foundational myth that UNRWA has nurtured for the past 75 years. Inciting them to consider themselves perpetual victims. They became refugees mostly voluntarily, to escape what they knew was going to occur; a combined Arab military invasion of the nascent Jewish state to destroy its presence in the Middle East, after which the 'Palestinian refugees' could return and all would be as it was - without the presence of Jews.
Strangely enough, the Palestinians who chose not to flee -- or were not invited involuntarily to leave -- are now Israeli citizens and as such living in a modern democracy with a thriving economy and they too have the opportunity to thrive along with the state, with all the benefits that citizenship gives them, including electing their own representations to the Knesset. UNRWA, however, sees its function as nurturing a foundational myth to thwart peace, by assuring Palestinian 'refugees' they have the right to return, in numbers that would overwhelm the Jewish state.

In essence, the international community that funds UNRWA are themselves complicit in the fantasy of victimhood and refugee status and a return to a land that is not theirs. When the United Nations announced its Partition Plan for 'Palestine' divided between Jordan, Israel and those calling themselves 'Palestinians', the latter refused, would have no part of it. And they have, since then, under their leaders, refused all offers by Israel to negotiate for a two-state solution to live side by side in amity. For the Palestinian Authority the goal is all or nothing, and so far they have achieved nothing.
As for the refugees scattered throughout the Middle East; they are unwelcome guests there; no country save Jordan recognizes them, or will offer them citizenship; at first it was to fulfill the plan to wrest Israel from its ancestral land and return the refugees to 'Palestine' as a whole geography, but eventually it was because none of the other Arab countries relished the presence of Palestinians, deemed an unruly, nuisance group, prone to discontent and violence.
When Israel unilaterally under Ariel Sharon removed its entire presence from Gaza, leaving the Strip to the Palestinians to develop for themselves, a violent altercation between Fatah of the PA, and Hamas ensued, Hamas succeeding in slaughtering more Fatah members than the reverse, when the administration of Gaza fell to Hamas; unlike the secular Palestinian Authority, a fiercely Islamist group, a knockoff of the Muslim Brotherhood. The rest is history; a violent terrorist group dominating Gaza whose purpose is to destroy Israel.

UNRWA employs Palestinians throughout both territories, including members of Hamas, and it is complicit in producing school curricula that reeks with antisemitism and incitements to violence against Israel and Jews. UNRWA also allows, or looks the other way, when its schools are used as weapons depots or rocket launchers are nearby in Gaza. UNRWA effectively encourages and stimulates hatred against Israel. It funds and operates schools, health care, provides food vouchers and sends 400 aid trucks daily into Gaza during peacetime.
Its mandate appears to be to indoctrinate extreme nationalism, virulent antisemitism and inculcate the belief that the 'refugees' have the right to return to Israel and to do it with or without Israel's consent; without the Jewish State's consent translates as a need to destroy it first, occupy it afterward. In UNRWA schools in the 1960s a routine existed for Palestinian children to face Israel as a daily exercise, with the children reciting an anthem beginning: "Palestine is our country, our aim is to return. Death does not frighten us ... We promise to shed our blood for you."
With UNRWA providing all the infrastructure of a civilian society for Gaza -- food, medicines, education -- the administration of the Strip is taken care of, with the massive amounts of international and UN financing, along with funds provided by Qatar, leaving little need for Hamas to exert itself in those spheres of public enterprise to build a thriving economy, and leaving it free to pursue its covenant of destroying Israel, building a vast network of tunnels, training children to become the next generation of terrorists, launching rockets from sites within crowded civilian areas, mosques, schools and hospitals. And making war.
