The Overwhelming Topic of Concern

"The recent self-defense measures by my country DPRK are [a] gift package addressed to none other than the United States."
"The U.S. will receive more gift packages from my country as long as it relies on reckless provocations and futile attempts to put pressure on the DPRK."
Han Tae Song, North Korean Ambassador to the United Nations

"Ramping up military hysteria in such conditions is senseless; it's a dead end."
"It could lead to a global, planetary catastrophe and a huge loss of human life."
"There is no other way to solve the North Korean nuclear issue save that of peaceful dialogue."
Russian President Vladimir Putin

"The scenario of an escalation towards a major conflict cannot be discarded."
"Europe risks being within range of Kim Jong Un's missiles sooner than expected."
Florence Parly, French Defence Minister

"[The Indo-Asia Pacific Chiefs of Defence Conference will] provide a forum for maintaining relationships with defence counterparts and understanding their points of view on issues of mutual interest in the Asia-Pacific region."
Lt.-Gen. Tim Keating, New Zealand

"[The conference] allows the chiefs of defence from countries in the Asia-Pacific region to meet on a regular basis to discuss concerns of mutual importance including, but not limited to, common security challenges, promotion of military relationships, and fostering regional collaboration."
"This year's conference has been in the planning stages since 2015, and Canada is co-hosting it along with U.S. Pacific Command."
Gen. Jon Vance, Chief of the Defence Staff, Canada

The primary issue of mutual importance and concern at this moment and for the foreseeable future -- unless and until some mode of response is realized that might compel North Korea's Kim Sung-Un to put a halt to his brazen provocations with his audacious shows of nuclear tests and ICBM launches in direct contravention to international law, UN Security Council sanctions, and explicit threats from Washington, bolstered by appeals from Seoul -- is how to respond to the DPKR's challenges and bypass countless deaths.

And the prospect of launching another world war. Even as military jets conveying the top military personnel from over 20 nations commanding Pacific nations solemnly meet to discuss North Korea's missile and nuclear weapons program, the tensions that have been raised by Kim Jong-Un's statement that his military has successfully tested a miniaturized hydrogen bomb have not and will not abate until some measure of punishing response to the threat to the world order takes place.

This, Pyongyang's sixth test of a nuclear weapon has horrified Western nations and has not exactly pleased Pyongyang's mentor, China. Yet Beijing is reluctant to embark on a campaign to persuade its hegemonic satellite to cease and desist -- even if it might be assured that Kim Jong-Un might listen, which it likely would not -- in fear of pacification occurring between the two Koreas and a unification ensue that would ultimately benefit U.S. interests, not its own.

China, like Russia, with its incursion into Ukraine and its claim on Crimea, views American troops presence on its borders with great alarm. President Putin now urging a calm demeanor and a continuation of diplomacy and denial of sanctions which have failed so miserably in the past, allowing the Kim dynasty to proceed with its weapons mission, speaks of the usefulness of diplomacy which failed so obviously in persuading him to vacate his Crimea and eastern Ukraine plans.

And nor has Moscow been averse to supporting a mass-murdering Syrian dictator in Bashar al-Assad for whom the welfare of his Sunni Syrian civilians has been completely absent as he succeeded in torturing and murdering hundreds of thousands. Russian interests are in maintaining air and sea bases in Syria for a sound foothold in the Middle East, just as China's focus is on keeping North Korea as a fully-loaded bulwark against the U.S. moving its military closer to the Chinese border.
