That the Government of Canada, respecting the jurisdiction of, and in
consultation and collaboration with, the provinces and territories, affirm the
need for university administrations to prioritize a safe campus environment for
Jewish students, faculty and staff.
In particular, university administrations must:
• Clearly communicate and enforce campus rules, standards, and policies:
Make clear to students what it means to be a member of the campus
community, and ensure students, faculty, and staff are aware of school
policies. This must include a clear understanding that encampments are
not permitted and what the rules are for protests and demonstrations,
including that hateful speech, and speech that incites and justifies
violence, will not be tolerated.
• Support Jewish students and faculty: Prevent discrimination,
unequivocally denounce antisemitism, ensure inclusivity, and provide
antisemitism education and training from Jewish organizations who
recognize the International Holocaust Remembrance Alliance(IHRA)
definition of antisemitism to the administration, faculty members,
security personnel, students’ associations and the heads of Equity,
Diversity and Inclusion (EDI) offices. Ensure the academic freedom of all
faculty is upheld by opposing Boycott, Divestment and Sanctions (BDS)
and academic boycotts of Israel.
• Ensure campus safety: Enforce university codes of conduct, maintain
clear reporting avenues for antisemitic incidents with commitment to
response, ensure campus security and staff are trained to address
violations of campus rules, and reaffirm rejection of BDS and academic boycotts of Israel.

Good,
responsible report. Never, however, acted upon. Not at any level of
government in Canada. From school boards to municipalities, provincially
or federally. The problem is there, it is universally recognized but
allowed to fester, unopposed. The influence of the Canadian demographic
exposed to the hate, the marginalization, the indignities, the threats
and inconveniences, the violent attacks, the criminal behaviour
targeting houses of worship, community centres, parochial schools and
private businesses is left to Jewish Canadians to sort out and provide
security for themselves.
Two
compelling issues; Palestinian groups and their sympathizers are quick
with accusations of 'Islamophobia' should it be stressed too
emphatically that their 'protests' are a virulent exercise in public
racism, in hatred for Jews; in classic antisemitism. The other is that
authorities who can and should exercise the powers given them through
the ballot box to put a stop to the constant harassing, threats and
violence hesitate to make any move that will brand them anti-Islam and
work its way to that ballot box.

It
all began when Palestinian terrorists invaded southern Israel on a
quiet morning of a national holiday under cover of a rocket barrage from
Gaza to distract attention from the fact that thousands of terrorist
operatives and thousands of Palestinian civilians joining them set out
well armed and prepared to wreak deadly havoc among Israeli civilian
populations in largely farming communities, committing atrocities on the
way to murdering well over a thousand innocent people; infants,
children, families, women, foreign farm workers, elderly residents of
kibbutzim, and soldiers.
The
hostages taken by the terrorists and Palestinian citizens back into
Gaza, both dead and alive, for future leverage in 'agreements' to
advantage terrorist groups were comprised of infants, children, the
elderly and infirm, women and men and Israeli military personnel, to
treat them personally to the kindness of Palestinian society through
torture, privation and starvation. After well over two years of
captivity all of the living and most of the dead hostages have finally
been returned; rehabilitation for the living, burial for the dead.

In
the aftermath of the October 7, 2023 invasion the government of Israel
vowed to destroy the terrorist group Hamas, along with Palestinian
Islamic Jihad, both of which mingled with the Palestinian civilian
population as living shields, as well as installing themselves for
safety from Israeli detection in Gaza's labyrinthine tunnels where
weapons caches, command posts and many of the hostages were kept
confined. Command posts, communication centres, weapons depots and
rocket launchers were also installed in hospitals, mosques, schools and
other public areas, inviting response from the Israel Defense Forces.

Characterizing
Israel's response to the promised Palestinian obliteration as a 'final
solution' of the Jewish state, Hamas's public relations expertise went
into overtime on 'genocide' intentions on Israel's part, despite that it
is Hamas's charter that extolls genocide of Jews and extermination of
Israel to enable Palestinians to occupy the entire area that originated
millennia ago as historically ancestral Judean land. All of this
culminating in Canada to a deep governmental sensitivity to the
'dignity' of Palestinians, to the detriment of Jewish Canadians'
dignity, inclusion and security.
Where
Palestinian-Canadians and their antisemitic supporters continue to
gather in the public sphere to blast out calumnies of Israel and Jews
through loudspeakers. Where 'protest' groups march through
Jewish-majority areas of Canadian cities, shouting 'globalize the
intifada', 'Final Solution!', 'from the river to the sea', and 'go back
to Poland/Europe'. Where Jewish-owned businesses are vandalized,
schools are shot at, synagogues fire-bombed and Jews must hire private
security to protect themselves against violence.
Where
high schools as well as universities, and now elementary schools as
well, have established programs to 'educate' children at all levels of
the public education system of the 'human rights' of Palestinians, in
the process denigrating Jewish culture, tradition and threatening the
continuation of Jewish life in Canada where antisemitism on steroids has
been elevated to a position of normalization and Jews have the choice
to live with it, or leave the country.
Since the Hamas-orchestrated October 7, 2023 massacre, Canada has experienced a dramatic increase in violent antisemitism. This dangerous spike is concurrent with an increase in activity by an
interconnected and coordinated network of NGOs, whose campaigns of
anti-Israel demonization, antisemitism, and intimidation create a
hostile environment throughout Canada. A number of the leading groups
are linked to Palestinian terror organizations and hide their sources of
funding.

NGO Monitor’s mapping of Canadian
anti-Israel groups, partnerships, and funding shows the extent of NGO
cooperation in advancing their agendas of isolating Israel and attacking
the Jewish State’s supporters (and perceived supporters).
This NGO
network is responsible for violent public events, student encampments,
statements, and legal actions. Ominously, many of these groups have
publicly celebrated the Oct. 7th atrocities, and expressed support for
Hamas and other Canadian-designated terrorist organizations.
