It's Who You Know...And What You Do...
Every country had discovered it harbours the presence of those whose aspiration it is to wreak terror in a none-too-subtle message from fanatics who believe that no one should be permitted to live in peace and harmony as long as they remain aggrieved at their conceived ideas of having been wronged. Presumably, at some time in the distant past.Some of those terrorists dedicated to the concept of holy jihad against infidels, Jews and Muslims alike, are home-born and -bred, and some gravitate to unsuspecting countries as declared refugees.
Some are tasked, not with immediate chaos-making, but with the stealth-arrangement of infiltrating society at large, or their institutions, or inter-mingling with others of their ethnic, traditional background, in an effort to entice and conscript others into the holy war of jihad against one's enemies.
Nations hostile to one another have always attempted to infiltrate one another's inner sanctums for various reasons, ranging from wartime intelligence gathering, to peace-time intelligence on commercial interests. Islamists dedicated to the overthrow of the West and incensed at democratic freedoms have chosen a similar route to eventually realizing their goal of Islamist supremacy.
Canada today has a number of people of fundamentalist Islamist or Middle Eastern origin whom it deems, through the investigation of its intelligence services to represent a real and present threat to the security of the country and the safety of its population.
Among them a former Algerian, Mohamed Harkat, who was arrested on a security certificate, on the basis of information gathered that compelled Canada's security agents to consider him a threat, a sleeper agent, a confidant and worker with al-Qaeda.
Information was assembled to convince the Canadian authorities of this man's threat to the country. His association with an al-Qaeda representative, Abu Zubaydah, currently incarcerated in the United States, and his association with another senior al-Qaeda agent, 'Canadian' Ahmed Said Khadr, (now dead, after a battle with Pakistani forces after decamping from Afghanistan) two compelling pieces of evidence.
He has also been associated with a Saudi, Abu Messab Al Shehre, found by Canadian border agents in possession of a garrote, samurai sword, and balaclava, as he attempted to enter Canada. Mr. Harkat had been urged by his handlers to assist in paying the legal fees for this arrested Saudi national, and he agreed.
Mr. Harkat was recently successful in having the terms of his bail conditions relaxed to enable him to remain in his home without the presence of a surety, along with other relaxations of his bail conditions. He has chafed at the previous strict bail conditions, insisting that they minimized the quality of life for him and for his wife.
Of course, Mr. Harkat always has the option of agreeing to extradition, to be returned to his homeland. That would neatly solve his problem of official intimidation and harassment of an innocent man, and our problem as well, having to harbour the presence of a potential risk to this country's well-being.
